Live now · Parliament meets 5–8 October
Oil expansion is not a transition.
If oil is green, nothing is.

What this campaign is about
Proposed EU rules could let funds labelled “Transition” hold companies still opening new fossil fuel projects. EU governments say 20% green investment is enough. There is no vote on it unless MEPs ask for one, and the window closes on Tuesday 6 October.

Facts and data
20%
green investment
is all EU governments ask for. A company expanding fossil fuels can still qualify.
80–95%
of the emissions
of a producer come from burning its fuel. The rules ignore them.
Removed
the safeguard
The Commission kept fossil expansion out. EU governments removed that exclusion, and Parliament's committee did not restore it.
72
MEPs
must ask in writing by midnight Tuesday 6 October to force a vote in the full Parliament.
Important dates
- 124 June 2026 · Council of the EU. Adopted its position, opening the door for fossil expansion in transition funds.
- 210 September 2026 · ECON Committee. Kept the 20% test and added a three-year condition. Expansion can still qualify.
- 35–8 October 2026 · Plenary, Strasbourg. Only if 72 MEPs ask in writing by midnight Tuesday 6 October does the full Parliament vote. If nobody asks, negotiations start on the committee's text.
- 4Late October onwards · Negotiations. Parliament, Council and Commission negotiate the final text. The law is not final.
What we ask
- 1Keep fossil expansion out. Companies expanding fossil fuel production should not fit in the transition category, as the Commission originally proposed.
- 2Count all emissions. Require credible, company-wide plans that include the emissions from the fuels companies sell.
- 3Judge the direction. Assess a company's overall investment direction, not a share of taxonomy-aligned spending.
